A PERSON AHEAD OF HIS TIME

Each nation has its own personalities, which it considers to be the color of the nation. They are known, respected, and appreciated. They deserve this attitude for their contribution to the development of the country, professionalism, high personal qualities, as well as the fact that they reflect all the best, not only of their people, but, without exaggeration, of the era in which they exist. The loss of such personalities becomes a heavy loss not only for people close to them, colleagues, the entire nation, but also for humanity as a whole, since they are the best part of it.

One of the famous personalities of Kyrgyzstan was Doctor of Technical Sciences, Professor, corresponding member of the National Academy of Sciences of the Kyrgyz Republic, co-founder and first rector of the Bishkek Financial and Economic Academy, now Adam University, Abdyrahman Subankulovich Mavlyanov. On September 13, this year, he would have turned 73.

He was born in the village of Karavan, Aksy district, in the family of a well-known expert and organizer of agricultural production, Mavlyanov Subankul, who, thanks to his hard work and organizational skills, received high yields of agricultural crops, managed large collective farms, and was awarded the highest state awards of the USSR. Most likely, the hard work, meticulousness, perseverance, thoroughness, and a sense of novelty that distinguished him from his peers at a young age were passed on to the young Abdyrahman.

The formation of his personality was undoubtedly influenced by his uncle Zhunai Mavlyanov -a great teacher, whom the former students of the Karavan boarding school, where he was the director, consider an ideal person, a Teacher with a capital letter. Abdyrakhman was also proud of him, highly appreciated and loved his uncle-a war hero, honored teacher of the republic, and awarded the honorary title of people's writer of Kyrgyzstan.

After finishing seven classes, the young A. Mavlyanov entered the Frunze Road Technical School, which he graduated with honors in 1965. He began his career as a technician in the road maintenance department. In1966, he entered the Leningrad Institute of Civil Engineering. Here, during his studies, in one of the centers of world culture and science, his research abilities began to form and develop, and a young man from distant Kyrgyzstan got acquainted with the masterpieces of culture of world significance, which left an indelible impression on his soul for the rest of his life.

After graduation, he was sent to work at the Frunze Polytechnic Institute( FPI), where he first worked as a laboratory assistant, and then as a teacher. In 1974, the thirst for new knowledge again leads him to the walls of his native Leningrad Institute of Civil Engineering as a trainee researcher, and then a graduate student of this university. After graduating from graduate school, he defended his PhD thesis in 1979, and later he successfully defended his dissertation for the degree of Doctor of Sciences there. He was unspeakably proud of the fact that in his native Leningrad alma mater he became a candidate of sciences, and then received the highest scientific degree-Doctor of sciences, which was felt when talking with him about his activities. So it should have been - after all, an ordinary rural Kyrgyz boy manages not only to successfully complete one of the prestigious universities in Leningrad, but also to reach the heights of research work. And prove to your alma mater that the knowledge and research skills she has invested in it have yielded excellent results. After graduate school, he works as a senior lecturer, associate professor at the FPI. In 1981, he was elected by competition to the position of head of the department "Production of Building Products and Structures" of the same university. At the same time, he conducts a lot of scientific work – he directs the development of the topic "Integrated use of mineral raw materials and industrial waste in the production of building materials" at the Institute, and also directs the development of contractual topics.

His scientific developments on the technology of production of large-size ceramic elements, on the study of mineral raw materials and industrial waste in the construction industry were received with great interest at national, all-Union, as well as at international conferences in Germany and Italy. The results of its developments have also been recognized by manufacturers of building materials.

His research drew the attention of the union authorities-the Ministry of Higher Education of the USSR and the USSR State Committee for Science and Technology, which sent him for a one-year internship (1982-1983 academic year) in Italy to summarize the experience of developing ceramic panels and elements. After returning from Italy, the results of his scientific internship were heard in the specified Union Committee for Science and Technology, the Ministry of Construction Materials of the USSR, as well as in the Central Committee of Kyrgyzstan and the State Planning Committee of the Kyrgyz Republic.

Experts were also very interested in his developments on bio-enrichment of clay raw materials for bricks, research on the earthquake resistance of buildings, which were a new solution in this area.

A. S. Mavlyanov is the author of more than 150 scientific works, including 5 monographs and 3 inventions. He has trained 3 doctors and 2 candidates of Science.

His scientific research and inventions, some of which were among the first in the world practice, were appreciated by the scientific and technical community both in the republic and in the international arena. He was elected an academician of the Engineering Academy of the Kyrgyz Republic, an academician of the International Engineering Academy (Moscow), a corresponding member of the National Academy of Sciences of the Kyrgyz Republic. He was awarded the gold medal of the Engineering Academy of Kyrgyzstan.

At the same time, his favorite field, where he also achieved great success, was the field of education. In this field, he consistently passed the path of senior laboratory assistant, teacher, senior lecturer, associate professor, head of the department, professor, director of the branch of the FPI, vice-rector and rector of the university, which he was also very proud of. Well aware of the specifics of the work of all the structures of the university in the organization of education, he made a great contribution to the improvement and development of the higher education system of the republic. So, after his appointment in 1990 as the director of the Osh branch of the FPI, with his direct participation, the branch was transformed in 1991 into an independent university-the Osh Higher Technological College, where he successfully worked as a vice-rector. In 1992, his successful research and teaching activities were evaluated by the award of the title of professor by the Committee on Science and Technology of the Russian Federation. In 1994, he was appointed Deputy Dean of the Kyrgyz-American Faculty of KGNU. With his direct participation, the Jalal-Abad State University and the Bishkek Academy of Finance and Economics, now Adam University, were also established by Inter-Bishkek LLC.

In 1995, after a semester internship at the University of Nebraska-Lincoln (USA), he became the first rector of the Bishkek Academy of Finance and Economics, where he worked fruitfully in this position for 17 years. In 2012, Rector A. S. Mavlyanov voluntarily leaves his position, arguing that he has been leading the BFEU for a long time and it is necessary to update the university's management.

During the time of A. S. Mavlyanov's tenure as the rector of the BFEA, he directed all his efforts and abilities to its formation, development and increasing the authority of the university in the republic and in the international arena. At the very beginning of its activity, the new university was designed to train specialists for the market economy of the republic, which determined the main directions of its activities. The mission of the university was defined as "Assistance to society in the formation and development of market institutions through training and retraining of personnel in the field of economics and business on the basis of applied research".

The first set of students was in the specialty "Management" in the number of one group. For this group, a teaching staff, relevant university departments and services were formed. Subsequently, students were recruited in the specialty "Excursion activities", "Accounting and Audit", "Finance and Credit" and others.

In 1997, on the initiative of A. S. Mavlyanov, an agreement was signed with the International University of Business and Management (Moscow) for parallel training of students in a distant form of education with the issuance of state-issued diplomas of the Russian Federation. In 2000, the Russian higher education diplomas were awarded to the graduates of the BFEA, who studied in parallel at the MUBiU. Contacts were also established with the St. Petersburg State University of Economics and Finance, the Financial Academy under the Government of the Russian Federation, and the Academy of Management of the Russian Federation. Partnerships were also established with universities in the UK, Austria, the Netherlands, Belgium, Italy and other countries, with which exchange and internship programs for teachers and students were implemented. International projects and programs were also carried out with them. Cooperation was also established with organizations working on the development of business education in the countries of Central Asia. This contributed to the successful mastering of the principles of business education by the university staff, the development of training programs and scientific and methodological manuals, the introduction of the latest educational methods and technologies.

At the same time, well-known scientists, heads of departments of the republic, leading specialists of the Ministry of Economy and Industry, heads of commercial structures were involved in conducting classes with students, who shared their knowledge in the field of finance, accounting, audit, business, tourism, etc.. This was done in order to provide students with a high-quality education and first professional skills, as well as to increase the level of employment of graduates. In order to solve the problems of student employment, the Career Center was established on the initiative of the Rector in 2003.

Based on the ongoing globalization in the modern world, the leadership of the BFEA has set the task for the team to quickly integrate into the international educational space in order to train competitive specialists who meet modern requirements. Among the first universities in Kyrgyzstan in 2004, the BFEA took a course on the credit system of education, as it was practiced in European universities.

The Academy is one of the five pilot universities of the Ministry of Education and Science of the Kyrgyz Republic that train personnel under the new education system. This implied recognition of the parameters of the Bologna Declaration, namely: a three-tier system of higher education, ESTC academic credits; academic mobility of students and teachers; a European diploma supplement, etc. A lot of work was required to develop regulatory documents, to change the entire organization of the educational process at the university, to create new structural divisions, which was successfully carried out under the leadership of the rector, Prof. Mavlyanova A. S. in accordance with the work plan. The BFEU successfully passed the main stages of the transition to the European education system, which were overcome by other universities much later.

In order to ensure the mobility of students and teachers, the Academy searched for partners in implementing exchange programs for teachers and students with foreign universities. Such a program was first implemented with the active participation of Professor A. S. Mavlyanov on the basis of a cooperation agreement with the American University in Girna (Cyprus) in 2004. The program was developed for the purpose of cultural and professional exchange for students of the Academy in the specialty "Social and cultural Service" for training and internships in the summer. The first group of students was sent to Cyprus, consisting of 7 people. Later, students of economic specialties began to be sent to Cyprus. During the reception at the BFEA, Rector A. S. Mavlyanov, who arrived on a visit of the Chancellor of the American University in Cyprus in December 2005, signed an agreement on cooperation between the two universities on the implementation of this program. This program is successfully implemented to this day with the participation of more students.

Abdyrahman Subankulovich paid great attention to the issues of student life, considered it necessary to create such creative associations as students studying in universities in Western countries. Students were happy to participate in the teams created by SIFE for the preparation and implementation of youth business projects, in the bodies of student self-government, in cooperation with the editorial office of the student newspaper BFEA-PRESS. The BFEA Alumni Association was established. Being aware of all the affairs at the academy, he was sincerely happy about the success of the students who were members of these student creative associations, as well as the achievements of students at international conferences and competitions, and encouraged their activities in every possible way.

At the same time, A. S. Mavlyanov directed teachers to improve student learning, apply modern technologies in the educational process, make training cases, and participate in the development of educational programs and projects. The Rector himself actively participated in the search for partners for such programs. I found opportunities to send teachers to internships and conferences in foreign universities. So, the teachers of the BFEA got acquainted with the work of universities in the UK, USA, Norway, Belgium, Italy, etc. He also tried, whenever possible, to take part in international conferences on topical issues of education. In one of his trips to an international conference in Belgium, Abdyrakhman Suvankulovich met with the Ambassador of Kyrgyzstan to this country, Ch. T. Aitmatov. With his help, he met the academician of the Royal Academy of Archaeology, Jean Blancoff, and invited him to lecture at the BFEA. An academician from Belgium spent one semester reading the history of world culture to the students of the Academy. By the decision of the Academic Council of the Academy, he was awarded the title of "Honorary Professor of the BFEA".

Realizing that the new training system requires a new approach to the management of the university, Rector A. S. Mavlyanov passed a one-year study (2006-2007 academic year) under the Fulbright program at the New Jersey University of Technology (USA) in university management and returned to Kyrgyzstan with new managerial knowledge in the field of higher education.

Thanks to the well-coordinated work of the BFEA team under the leadership of A. S. Mavlyanov , his ability to see the future and its demands, which is called foresight, BFEA has become a modern university in a short time, where the training of students meets high quality standards, and the professionalism of graduates makes them in demand. Knowledge of the English language allowed some graduates to get a job in embassies, in foreign foundations, in the five-star Hyatt Hotel.

Many of the graduates have achieved good success in their professional activities in the republic and abroad. Some of them successfully work in high government positions and are directly involved in solving issues of the development of society, its individual spheres.

Along with extensive scientific and managerial work at the university, Abdyrahman Subankulovich was also engaged in social work. For several years, he was a member of the Board of the Ministry of Education and Science of the Kyrgyz Republic, and also headed the Council of Rectors of Non-state Universities. With his active participation, the Association of Russian (Soviet) Universities in Kyrgyzstan was established in 2010. He became the first chairman of the Board of the Association, made a great contribution to its formation, to the definition of the tasks of this organization, to the development and registration of its charter. Under his leadership, the Council of the Association of Graduates of Russian (Soviet) Universities in Kyrgyzstan, in cooperation with the representative office of Rossotrudnichestvo in the Kyrgyz Republic, held a number of major events of cultural and humanitarian significance. As chairman of the said Association, Prof. A. S. Mavlyanov was one of the organizers of the Second Congress of the intelligentsia of Kyrgyzstan in April 2012 at the Kyrgyz State Philharmonic named after T. A. Mavlyanov. Satylganova. He represented the Association of Graduates of Russian (Soviet) Universities in Kyrgyzstan together with a number of members of the Association at the World Forum of Graduates of Russian (Soviet) Universities in Moscow. At the forum with the participation of delegations from more than a hundred countries of the world, he was given the floor. After his speech, according to the testimony of the forum participants from Kyrgyzstan, he was applauded by the entire Hall of Columns of the House of Unions.

He was a member of the organizing committees of a number of anniversary events dedicated to famous personalities of Kyrgyzstan, helped in the release of their works and memoirs about them. He paid great attention to the events taking place in his native Aksy district, provided all possible assistance in solving the problems that arose there. He enjoyed great authority among the residents of the district, who awarded him the title of "Honorary Citizen of the Aksy district", nominated him as a candidate for deputy of the Jogorku Kenesh of the Kyrgyz Republic.

A. S. Mavlyanov was distinguished by a careful attitude to people. If he made a comment about work, then in a low voice and correctly. No threats of expulsion or dismissal for misdemeanors or violations were heard from him. And if there was an occasional conflict with someone, it was soon smoothed out by them imperceptibly. Being deeply decent himself, he appreciated this trait in people.

As a good family man, he raised decent children, was a loving grandfather and great-grandfather. His relations to his father-in-law Kulnazar Tashievich and mother-in-law Bahornis-ezhe were very respectful, filial and parental.

He was true to his word and to his friendship. For the rest of his life, he kept a friendship from a young age with Alymkulov A. and Atakhanov Sh. E. According to the round dates of their first meeting, the three of them were photographed in the same place for many years. Their sincere, lifelong friendships can be a good example for today's young people.

For a great contribution to the development of science and education in the republic, Doctor of Technical Sciences, Professor, corresponding member. NAS KR Mavlyanov Abdyrakhman Subankulovich was awarded the medal "Dank", he was awarded the honorary title "Honored Worker of Education of the Kyrgyz Republic", awarded the "Certificate of Honor of the Kyrgyz Republic", "Certificate of Honor of the Jogorku Kenesh of the Kyrgyz Republic"," Certificate of Honor of the Government of the Kyrgyz Republic", departmental awards.

In the memory of the staff and students of the university, he remained as a skillful, far-sighted, experienced and modern, noble leader-mentor, who gave himself to the end to his favorite cause. He still had creative plans, things that he did not have time to implement. They will undoubtedly be picked up and fulfilled by his children, grandchildren, and students. For this, the beacon is his bright image, life, achievements and legacy.
